Overview

Dorothy A. Kowal concentrates her practice in the areas of commercial disputes and litigation in federal and state courts, as well as arbitration and mediation proceedings. Ms. Kowal also defends financial services providers in claims arising out of mortgage lending, credit reporting and other banking transactions. She has extensive experience with claims brought under the Fair Credit Reporting Act, Fair Debt Collection Practices Act, Telephone Consumer Protection Act, Truth in Lending Act, Home Ownership and Equity Protection Act, Real Estate Settlement Procedures Act, Consumer Fraud Act as well as other state and federal statutes.

She also practices in the area of municipal law and land use, and has served as counsel to a Bergen County municipality and as a public defender. She was a speaker at the Complete Streets summit regarding municipal tort immunity and liability.

Ms. Kowal is a graduate of Binghamton University, where she earned a BA degree in Economics. She earned her law degree from Rutgers University School of Law – Newark, where she was an editor of the Rutgers Computer and Technology Law Journal and also served as a legal research and writing instructor. Ms. Kowal is a member of the American Bar Association, the New Jersey State Bar Association and the Bergen County Bar Association. She is admitted to practice in the State of New Jersey, the United States District Court of the District of New Jersey, the United States Court of Appeals for the Third Circuit, and the United States Supreme Court.
